We're looking for a consultant(s) to provide messaging and campaigning support on a new piece of influencing work to improve the lives of Londoners in temporary accommodation (TA).
Trust for London is working towards a shared commitment to ending TA for Londoners by 2035. The London Standards and 5 Basics campaign (working campaign title) seeks to improve life in TA across London.
The campaign is part of our Better Temporary Accommodation for Londoners initiative, through which we fund a number of organisations. The campaign is being developed by those organisations.
Campaign outline
From now until the May 2026 local elections, using collective strength and relationships built up through the Better TA initiative, we'll press for dignity and choice in TA, including Home Office accommodation and temporary stopping places.
We want councils to:
- Stop putting people in TA that is in poor condition, not accessible or safe and located away from community and support networks
- Ensure that all TA meets the 5 basic amenities of cooking facilities, information, WiFi, laundry, storage.
What we're looking for
This is an important, busy, fast-moving project on a high-profile issue, and we're excited to bring experienced and talented messaging and campaigning support into the team.
The campaign will last for approximately 16 months beginning as soon as possible. We're initially commissioning for the first six-month phase. Following this we'll rapidly review what's needed and may re-commission additional campaign support.
We anticipate the first six months of the project to include two new roles or packages of work. These may be distinct from each other or could be combined.
Role/work package A – communications and messaging support (to be completed by end of March 2025):
- To research the most effective ways to frame and message the campaign’s asks, for non-expert audiences
- To advise on effective, achievable tactics that build on Better TA’s strengths and assets
- To provide a concise and user-friendly summary of findings and recommendations
- To provide specific training and follow-up support for a defined period for partners to apply the project’s recommendations to their ongoing communication.
Role/work package B – campaign coordination (six months):
- Collaboratively develop the campaign strategy, in partnership with the project team under the oversight of Trust for London and with input from Better TA partners.
- To develop, map and plan central campaign tactics, making use of the outputs from Work package A
- To coordinate the engagement of partners with the central campaign, generating and placing comms assets, fielding spokespeople and maximising the effectiveness of influencing opportunities
- Represent the campaign where needed, helping the team to explore and pursue opportunities and cover the ground
Local elections on 6 May 2026 could be a natural end point for the work.
